Osaka and Kyoto together have more than 200 restaurants listed on Halal Gourmet Japan (as of September 2026). With that many to choose from, it helps to start from what you feel like eating.

This article sorts Osaka and Kyoto restaurants by what you want to eat — wagyu, ramen, Japanese cuisine, international food, and places for a break — and highlights some of the places in each. Everything said about a restaurant comes from the description on its listing page. To find places to pray, see our area-by-area guide to prayer spaces in Kyoto and Osaka.

Wagyu

Osaka and Kyoto have a number of restaurants serving certified halal wagyu, and not only as yakiniku (Japanese barbecue): sukiyaki, teppanyaki and hitsumabushi are on offer too.

In Osaka, Yakiniku Wabi Sabi in Hozenji Yokocho serves yakiniku made with certified halal Omi beef and other wagyu.

Near Marutamachi Station in Kyoto, Yakiniku Sudaku Kyoto serves Omi beef yakiniku as well as halal Kobe beef. A few minutes’ walk from Kiyomizu-dera, Wagyu teppanyaki steak house Kiyomizu SOU serves wagyu teppanyaki steaks. For sukiyaki, head to WAGYU SUKIYAKI HALRA Kyoto in Kiyamachi. In Arashiyama, Wagyu Volcano OAGARI serves hitsumabushi: seared certified halal wagyu over rice, finished with a pour of dashi broth.

Some yakiniku restaurants do not list Pork Free or No Alcoholic Drinks in their Conditions. If either matters to you, check the listing page.

Ramen

In Osaka, you will find ramen made with chicken and beef broths. Halal Ramen Honolu in Naniwa serves ramen in a chicken broth simmered for eight hours, in either salt or soy sauce flavor. Ramen Gyukotsu King, near Shin-Osaka Station, uses a beef bone broth, and Best Halal Ramen Marhaba! in Sennichimae makes its ramen with A5 halal wagyu and aged halal chicken.

In Kyoto, HALAL RAMEN JAPAN Kyoto in Kiyamachi says its whole kitchen is free of pork, lard and alcohol. Its signature bowl is A5 wagyu ramen in a beef bone broth, and there is a prayer space inside. GYUMON serves wagyu ramen in a creamy beef broth at two branches (Kyoto Station, Kawaramachi). SHINJUKU-TEI also serves certified halal wagyu ramen at two branches (Kiyomizu, Gion).

If you would rather make a bowl than just eat one, Ramen Factory Kyoto lets you build your own, starting with kneading the noodle dough.

Japanese and Kyoto cuisine

Honke Tankuma Honten in Kiyamachi is a traditional Japanese restaurant founded in 1928. It obtained halal certification in 2014 and serves a halal Kyoto kaiseki (multi-course) meal. YOSHIYA Kyoto Arashiyama serves traditional Japanese food made with tofu, yuba (tofu skin) and Kyoto vegetables. Okabeya in Kiyomizu makes its own tofu on site, and its halal option is a yudofu (simmered tofu) course. Okabeya is reservation-only.

In Osaka, Ajikitcho Bunbu-an in Honmachi serves Osaka-style kaiseki. UKIHASHI, in a hotel directly connected to Osaka Station, says it can prepare a halal menu if you book in advance.

If you want to learn to cook Japanese food yourself, Cooking SUN in Kyoto and EXPERIEAT Osaka Flavors in Namba run home-cooking classes.

Indian, Pakistani, Turkish and more

MITHILA Indian Restaurant in Dotonbori has been in business for 20 years and has used halal meat from the start. Osaka Halal Restaurant in Nishiyodogawa is a Pakistani restaurant near Osaka Central Masjid. In Higashi-Shinsaibashi, NAZAR serves Turkish food and Cafe BINTANG serves Javanese-style Indonesian food; both say you can pray inside.

In Kyoto, the Turkish restaurant Istanbul saray in Nakagyo describes all of its dishes as halal. Near Kyoto University, RAJU serves Indian food made with halal meat.

A break with tea or something sweet

At Chatei Jin in Nipponbashi, Osaka, you can have Japanese tea made from certified halal tea leaves, along with halal-friendly Japanese sweets. It does not serve alcohol and has a prayer room. ORIBIO Cafe Dining in Suita is a plant-based restaurant that also caters to halal diets.

Heading to Hyogo or Nara

Halal Gourmet Japan also lists restaurants in Hyogo and Nara. On a day trip to Kobe or Nara, start with the prefecture lists.

Other ways to search

If you have not decided what to eat, browse all restaurants in Osaka or Kyoto. To see only restaurants where you can pray inside, use the list of restaurants with a prayer space.

Before you set out

Listing details can change without notice. Please check the menu and the current details on the linked page and at the restaurant itself.

Each listing page describes that restaurant’s halal arrangements — certification, ingredients, kitchen practice, and so on. Please read the listing and decide whether the restaurant meets your own standards.

To wrap up

Wagyu hitsumabushi in Arashiyama, halal kaiseki in Kiyamachi, Indian food in Dotonbori: what you can eat changes from one part of Kansai to the next. Once you know where you are staying and what you want to eat, open the listing pages of the restaurants above and check the details for yourself.
